Skill Gauge Charge Up

Skill Gauge Charge Up instantly increases the user's skill gauges by a certain amount when a certain condition is met.

This is affected multiplicatively by Skill Haste. For example, having 30% Skill Haste and receiving Skill Gauge Up 35% will increase the gauge by (0.35 * (1 + 0.30)) = 45.5%, not (0.30 + 30.5) = 65%.
Note that this effect is not the same as Skill Prep, which happens at the start of quests and is not affected by Skill Haste.
